THE FRENCH NOTE. PEKING. June 25.
Tile French Minister in a note stoles that lie regrets to bring to the knowledge of the Chinese Government that following the demonstrations at Canton on 22nd. June, the demonstrators and soldiers fired upon the Knglisli and French concessions at Shameen. while a French merchant was killed by a shot from a Chinese band.
The note adds that the reports from the Commandant of the French naval forces makes it clear the responsibility falls entirely on the Chinese, lie (the Minister) is consequently compelled to protect and reserve the right for the French Government to demand reparation. The executive committee of the American Association of China, adopted the following resolution, which it sent to the Department of State at AVasihngton and flic American Asiatic Association at New York: “That this Association urges the American Government to enter into energetic cooperation with the other powers in the adoption of the strongest attitude and representation to the Chinese Government to suppress the present state of lawlessness directed against foreigners, which in our opinion, is due primarily to the long existing unsettlement of the political conditions which are aggravated by Soviet propaganda. that China he held strictly responsible for all losses of life, property and business, incident to the present situation; that absolute observation of the existing treaties is essential, until modified through the ordeiIv process provided by the Viashington Conference.” A message from Canton reports the Government was warned of the plot to attack foreigners two days lad'ore, hut they took no adequate steps to prevent bloodshed, and the entire rcsismsihility is on the shoulders of the Canton authorities.
The town is now adequately pro tected by gunboats and troops.
