FREE BICYCLES FOR SCHOOL CHILDREN.
LONDON. April 4. A decision of the Monmouthsihire Fducaiion Committee to provide bicvoles for pupils attending county secondary schools lias aroused much adverse comment. This concession is made to children living in outhing parishes where the train or road motor service does not permit of thoii arriving in time for the opening of the morning session. This is a difficulty experienced by a. mimler of pupils at Chepstow secondary school. The cycles cost So each. The original idea was that the committee should merely lend the machines, but the question of liability for accidents arose, and the cycles were then made a free gift-
