They are almost sure to result in internation complications. The American Government has no right to use firearms within the three mile limit. In a matter such as this—that is the enforcing of purely domestic sumptuary legislation—the United States has no judisdiction oil the Great Lakes beyond its water boundary line. T intend to call the attention of the Canadian Government immediately to this new situation.” It is understood the Canadian Government lias not officially been advised of auy intention on the part of the United States to establish a rum fleet on the Great Lakes.

The Australian Delegation to the International Council lor AA omen has cabled congratulations to the British House of Commons on its unanimous acceptance of the principle that women should have {lie right to retain or change their nationality on marriage. The delegation, moreover, expressed a desire to see that Australia will he the first dominion to follow this important vital step. Miss Board, who is a member of the Education Committee, is trying to obtain some definite opinion from the y Council concerning the methods ot dealing with abnormal and mentally deficient children. The Australian delegation is against a suggestion that the Council should advise women to enter the diflcrent political parties, because the International Council and all National Councils being non-partv and non-political organisations, they' loci the Council should not offer any suggestion tending to help the Party systems.
