May A formal exchange of letters has conveved the intimation that an understanding hah been .reached between the dovernment and the .Japanese delegation which has been conferring with the Foreign Office on the subject of the disposal of the remitted Japanese portion of the Uoxcr 'lndemnity for cultural purposes. H lias been decided to appoint a commission of twenty-one members whereof ten are Japanese, the rest Isnug Chinese, including the Chairman. It is Estimated the Commission will hnndlo two million dollars annually and it is proposed to begin activities immediately.
