SYDNEY SCANDAL. SYDNEY. April 7. The report of Mr Lamb, the Royal Commissioner who has been inquiring into the City Council’s cartage contracts, lias been made available by the Cabinet. The report states there has been a disregard of ordinary business principles in deciding with the simple question of which ol certain tenders should be accepted. If says that there was corruption on the part ol Aiderman Walker, and that the facts elicited show a most unsatislaclory state of things in the administration of the affairs of the city, whether it bo attributable to corruption or incompetence, or want of proper consideration, or the understanding of the problems engaging the attention of the Council.
