At tlie Imperial Conference, France was excluded ami he thought that this would encourage tlie Continental Unions to forrn a Hoard of their own. Germany, Spain, Roumania and Czeclio-Slovakia, as well as France, were taking up Rugby, and this meant that soon it would have a good hold in Europe. The French were rather hurt about being excluded from the Conference. All the Dominions, excepting South Africa, were in favour of admitting them, but the English authorities thought the Conference should bo an Empire affair. Inferring to the kick-into-touch rule. Mr Dealt 'said that France and Canada had decided to give it a trial immediately. while -England also would very likely Lest the rule next season Discussion was postponed until the papers arrrive. '
