PREPARATION WORK IN PROGRESS. AUSTRALIAN AND N.Z. CABLE ASSOCIATION LONDON, February 12. Replying to Air Hannon, -Mr W. C. i.ridgeinan (First Lord ol the Admiralty) said that the preparatory work in connection with the design and the arrangements for the commencing of the Singapore naval base is in pro gross.
