FRANCK AND SOVIET. M. HERRIOT FIRM. (Received this dav at 19.25 a.m.) PARIS, Jan. 27. M. Herriot has instructed M. Herbotto, the French Ambassador at Moscow, to inform the Soviet Government that the trade treaty can only hold provided the Soviet completely ami unconditionally recognises its pre-war debts. The French Premier emphasised tl at ail agreement must first he reached and M. Herbette is authorised to negotiate direct with the Soviet authorities. If the agreement is not reachable, not only will the proposed trade negotiations not lie held, hut it is stated the French Government may revise its whole attitude towards the Soviet.

The “Tillies” Tangier correspondent says tho Spanish forces appear to have effectively countered tho Angora revolt as they have succeeded in establishing a chain of posts isolating the Tangier zone from the A.njera tribe, who are now surrounded by posts, except along the straits which the Spanish are •-archilly patrolling to prevent the smuggl ing of arms and supplies.
