Japanese troops in Northern Sngbalien are to he completely with-drawn by the 15-5-25, the withdrawal commencing as soon as the climate pomiits. Coal and oil concessions include the authorization of the Japanese to prospect over an area of one thousand square versts, wherein a concession for the exploitation of fifty percent is to __ be granted the Soviet. 'flic treaty also grants the Japanese concessions for the exploitation of the coalfield on the west const of Sagbalien. The period of the concessions are forty to fifty years. The treaty recognises the validity of the Portsmouth treaty, hut that does 31 not signify' that the Soviet assumes with the Tsarist Government the responsibility for the completion thereof. M. Karakhan, in an annexed note tenders sincere regret for the Nikola ievsk incident in 1920. The Treaty which is in English will he published after ratification. PROVISIONS OF TREATY. PEKING, Jan. 21. The Russo-Japanese Treaty provides for the revision or,abolition of various old treaties. The enactment of a fcrentv of commor<*o. bn seel on the lucedam of travel and residence; also private ownership and the most-favouied nation treatment. A clause provides against propaganda. The Soviet Government agrees to give approved Japanese coal and oil concessions. Notes have been exchanged with regard to the continuance of Japanese work in North Sagbalien.
