Coal and oil concessions include the authorization of the Japanese to prospect over an area of one thousand square versts, wherein a concession for the exploitation of fifty percent is to __ be granted the Soviet. 'flic treaty also grants the Japanese concessions for the exploitation of the coalfield on the west const of Sagbalien. The period of the concessions are forty to fifty years. The treaty recognises the validity of the Portsmouth treaty, hut that does 31 not signify' that the Soviet assumes with the Tsarist Government the responsibility for the completion thereof. M. Karakhan, in an annexed note tenders sincere regret for the Nikola ievsk incident in 1920. The Treaty which is in English will he published after ratification. PROVISIONS OF TREATY. PEKING, Jan. 21. The Russo-Japanese Treaty provides for the revision or,abolition of various old treaties.
