[Reuters Telegrams.] CONSTITUTION TO BE UPHELD. BERLIN. Jan. 19. Chancellor Luther declared that the Government would uphold the German Republican constitution, and would le-gai-d as high treason all attempts to overthrow it by violence. One of his chief tasks would he to assure the fulfilment of Germany’s obligations under the London agreements, but. with the same emphasis, he would also endeavour to obtain the ameliorations and improvements which had shown themselves to be necessary. THE CHANCELLOR’S SPEECH. BERLIN, Jan. 20. Tu a crowded Reichstag, Chancellor Luther, outlined the new Government’s poliev. He promised a peaceful Foreign policy, based on the main points of the London agreement, which would he loyally carried out. The Chancellor implored the non-evacuation of Cologne in connection with which he insisted that tlio Allies should supply documentary evidence of Germany’s alleged infractions of the Treaty, in order that the German Government would he able to make a reply as regards Germany’s position towards the League of Nations. The Chancellor called attention to the late Government’s memorandum to the. Council of the League. He declared that the Government would continue its efforts to relieve the country from reproaches of war guilt. Chancellor Luther expressed the Government’s intention of increasing the country’s exports, and of opposing any effort to restrict Germany’s commercial freedom; and he concluded by sketching a new domestic- policy, notably me regarding unemployment, housing and luxation reform. The speech was quietly received except for a few Communist interruptions.
