COLOGNE EVACUATION.

[Reuters Telegrams.J THE ALLIES’ REPLY. BERLIN, January A. Ihe identic note of the Allies on the subject of the evacuation of Cologne. presented to-day. points out that the Allies have acquired proof that Germany hitherto has not fulfilled; and will be unable to fulfil by Jan. lOtli.. the conditions of the Treaty of Versailles, enabling her io benefit from its provisions or the partial evacuation of the territories west of the Rhine and bridgeheads. The conversion of war material factors is far from realised. The violation of Article I(18 re surplus stock of war material of all sorts exist in violation of Article 161 and 169. The organisation of State police has not been begun, which is contrary to Article 162. and the decision of the Boulogne Conference of June 19th.. 1920. Furthermore, the German Government, in violation of Article 211. has in no manner taken all legislative and administrative measures, demanded in the Allied Mote of September !)th.. 1922.

The Allied Government expect shortly to receive the report, of the intcrAllied Control Commission giving complete results of the general inspection, which is now proceeding. The report will permit, them to determine what can be expected from Germany, ’so that her obligation in regard to war observed, in accordance with Article 129 materials may lie considered as loyally.
