M bile the Allies are considering the (halt Note which the Ambassador will send to Germany in regard to the uonevaouation of Cologne. Ueutcr’s Berlin Correspond... t transmits a statement by Dr. Strescmnnn to (he foreign Press correspondents in which Dr. Slreseninnii contended that Germany is iomflctely defenceless. The prolongation of' the occupation of Cologne would deplorably afleet the German people and the work of pacification and consolidation of Europe. fie declared that if, was not surprising i| the German officers, in performing their odious task, have sometimes not been too obliging towards the Military Mission, hut he denied that there had been any serious obstruction of thg, mission. Dr Strcscrminn concluded bv urging an amicable discussion of the "’hole problem. “I he limes” Berlin correspondent states that the German Government disputes +hc whole argument of the Ambassadors’ Council that this or that detail of military disarmament should fie cited as a breach of the Treaty. The Government argues that the question to he settled is whether Germany has, or has not, been disarmed in tlic sense of being able to make war, and contends that the question admits of only one answer. Germany could' not oven pursue a defensive war.
