N.Z. & SOUTH SEAS EXHIBITION AT DUNEDIN
WEST COAST PROVINCIAL COURT. DRAFT PROPOSALS FOR REPRESENTATION. The following report has been prepared for consideration at the meeting of local hotly representatives to he held at Oreymyuth at 10 a.in. on Friday. Jan. 2nd. to consider the organisation of a West Coast Provincial Court "at the N.Z. and South Seas Exhibition to be held at Dunedin in November of next year:— With reference to the proposed Most Coast Court at. the New Zealand and South Seas Exhibition at Dunedin, it is proposed that Hie Coast he divided into four districts, boundaries to he the same as the lour County boundaries, and the District Committees to be constituted from representatives as follows, to such individual number as each district may decide:— i Puller District: Puller County Council, West port Porough Council, I Wcstpoi t Harbour Hoard, Progress League, A. and P. Association, Autn--1 mobile Association, etc. etc.
Grey District: Grey County Poun-,-jil. .(Ireymoufli Porough (ouncil. Grey Harbour Hoard. Ruiuniga Borough Council, Brunner Porough Council. Grey mouth Chamber of Commerce, West Coast A. and P. Association, Automhile Association, etc. etc. Inangahiia District: Linngulmn County Council, Progress League. \. and P. Association, etc. etc. ' Westland District: Westland County Council. Hokitika Borough Council, Boss Borough Council. Kiimara Boroujili Council, Westland Progress League. Westland Chamber of Commerce. Westland A. alii! P. Association. Hokitika Harbour Board, Automobile Association, el. etc. The following table shows the population of the respective districts and the rates collected by the various local bodies, with a suggested contribution in each case, which is submitted as a basis for consideration: —• Boroughs:— Popiila. The appropriation ol the foregoing over the four districts would he as follows : Puller district £j_2" Grey district o2u Westland district •hj* Imi iigaliiia ilist rift 1 1 -l £1 "><>•> Of this sum it is proposed that half (£7.19) .should he a straight out grant to tile fund for the Court, and the remainder a guarantee fund to tie contributed pro rata as required. Of the half which is the grant portion it is suggested a hall of the amount should lie payable to the respective district committees for executive work in collecting, preparing, and packing exhibits ready lo forward to Dunedin. A Central Executive should be constituted. consisting of say. S members, bring 2 from each district, nominated by tlie respective district committees. The Chairman of the Executive should I, • elected by the members of the Executive. The members of all committee.-. .•iiid of Executive should act in an lioiiorary capacity. It is advisable ilia! Westland £25, Inangahiia £ll. | It is desirable to decide whether all contributions be passed through a central fund emit rolled by the Executive. In Midi ease, however, it would be ncI eessiiry that all monies received in each j district should be remitted to the Executive: but where a district committee received contributions within its area, particulars of such emit ribut ion should lie sent to the Executive, and the committee should retain any amuiint up to the allotted quota for the purpose of defraying cost of collecting, preparing and packing exhibits—a credit only being sent to the Executive. (1) Each district committee should determine as early as possible the amount of space required for the exhibits which are being collected. Copies of minutes of all district committee meetings should be supplied to the several committees and to the Executive. Copies of Hie minutes of each "Executive meeting should be sent to each district committee. (’J) It is advisable that the Executive should be given such information as will enable it to book the necessary space at tlie earliest opportunity. (ii) And in this connection it will be necessary to adopt some method whereby, what may be called, private or imiiiofaetiirers’ exhibits, may be dis-
tinguished from those which are of a general or district character, or to decide as to what extent certain manufacturers may be assisted. A decision should be reached at an early date whether there will be bays for the respective districts, or whether tiie exhibits for eaeli district will be grouped in one whole. There would of course require to be distinctive divisions for seperate features such as minerals, timber products, agricultural and pastoral, scenic (including pictures and photographs.) Exhibits bv linns of manufacturers etc. would require also to be a separate division. Tlie space occupied by the West Coast at Christchurch Exhibition in 1000-1907 was 3.200 square feet, but funds would not permit of so large a display on this occasion, unless the Government Departments helped with free space. The Lands and Survey Department might be asked to help in providing special maps, showing land settlement, honours and in wsihing the happy and areas available for occupation, also
tourist resorts, and available forest country and known mineral deposits or Tunis. The information would take some time to compile, and might bo. put in hand at an early date, if consent to do so can he obtained. The information when collected would he a useful record for all time. in connection with finance, each district committee might invite donations to its funds for the purpose of augmenting sums, while manufacturers exhibiting should he expected to pay for their space. The advice of some local mineralogist might he sought in regard to a typical display of West Coast minerals, and the Geological Department might he asked to assist in the same direction. Notes in respect to all known minerals should lie prepared and printed for free circulation from the exhibition stand.
A tourist hooking branch should he opened at the Court with particulars available of through tours to all parts of the Coast and information on this point to he circulated free of charge. As much literature as possible, hearing on the tourist attract .ms should be available to distribute gratis. A special pictorial poster for the occasion might lie prepared also. Steps should be taken at an early date by the district, committees to ascertain what pictures of Coast sienerv are available particularly in oils and watercolours, and where possible these should he secured on loan. A range of typical photographs should lie procured also by both hire and purchase. District committees should meet as early as possible after the holidays and report to the Central Committee as to initial steps being taken, and olfer suggestions in regard to general preparatory work.. To receive those reports the Central Committee should arrange to meet some time ill the month ol February, considered the most convenient.
