COMM ['NIST PROPAGANDA. THE FREINOII. AFRAID. ["The Times” Service.] (Received this day at 9.15 a.mA LONDON. Decemher 17. The “Times” Paris correspondent says that Communist propaganda has been raised to the level of an art wherein the Germans have found their masters. This statement occurs in a report oil the Budget provisions for a French Embassy at Moscow, which has just been presented to the Finance Committee.
The French Parliament, while approving of recognition of the Soviet, the report contains strong recommendations that France insist on the cessation of Bolshevist propaganda. Britain’s recent experience, uavs the report shows, so far. that interference in the domestic affairs of other nations is part and parcel of the Bolshevist creed.
The report points.out that a state of organisation exists in Russia for the express purpose of spreading revolutionary doctrines throughout the world and adds that France cannot allow such propaganda, to ho continued, in either France or the Freiif.lt colonies,' by a Government which she has recognised.
CABINET FORMING DIFFICULT. LONDON Decemher 17. Tho “Times” Berlin correspondent says -tbat Herr Ebert received the party leaders and listened to their representations in regard to the formation of a new Cabinet. The Socialists, Democrats and Centrists re-declared themselves in favour of a grand Coalition, hut as the People's Party had declared in favour of co-operation with the Nationalists there is small probability of their* wishes being fulfilled. Tt is now generally expected that Herr Ebert will entrust Dr Stresemniin (Leader of the People’s Party) with the task of forming a Government. hut as Streseiuaiiii does not wish to take the Chancellorship himself, hut desires to remain Foreign Minister, the routine will he for him to produce a Chancellor for the President’s approval, thereafter using his own. influence in tho formation of a new Cabinet.
