Tin-: efforts by the Progress League in the direction of developing South Westhind appears to lie complementary to the work done in securing the completion of the Midland railway. One of the strongest arguments for the latter work was that the line would tap a district which was largely Crown hands and so enhance the value of the State property. In South Westland there are vast regions of Crown Uinds. Imth arable and timber bearing, to say nothing of the minerals and scenic resources. The State will benefit richly b.v bringing that region into settlement. for following its development population must grow and production increase. The region specially in mind is the area of country between the north ITnnst and the Cascades, with Jackson Bay as a ready made port. The scheme proposed has been under consideration for some time. It includes a reading proposal from Jackson Bay to north Okuru, including the bridging of the intervening rivers. Opening up facilities such as proposed should lead immediately to dairying developments. With loading conveniences at Jackson Bay there would he certainly an immediate development in timber. There are fine tracts of bush country north and south of the port, and millers woukl he constructing tramways to tho various points. A light tramway suitable for such a traffic might !>e preferable even to a road to Okuru, enabling quicker transit by motor traction on rails. The timber industry would draw population to the district and lead to the establishment of a township, and as the land was cleared economically of the timber, it would come into use for pastoral pursuits. No doubt bv imposing a special royalty on the timber, for raiding and export purposes, a large capital sum would accrue to defray the cost of access and wharf-
aj?e accommodation, so that in the end the enterpri.se would recoup the outlay and return a substantial surplus to the Dominion apart from the value of establish in”; permanent industries and induciue; lasting settlement t<i a territory deserted now because of the lack of access and facilities for transport. The whole scheme promises to secure l-lie certain advancement for South Westland which is most desirable from every point of view.
