IRISH BOUXDAHY OBSTACLES. I.OXDOX, November 17. Tlie “Daily Mail” says: The pieliminary meetings of (lie Irish Boundary Commission have been with mt result. It lias adjourned, and is :;\\i.’ting communications from the two Irish Governments. Two new iliflieuties have arisen. The first is that a mere compromise "ill be insufficient. Aliy decision must be carried by a majority. otherwise it would he invalid. 'The second difficulty is that Ihe Coinmission lias discovered that it ,s ptwvi less to mmiiel the attendances of witnesses. Legislative action is r.ci'ssaiy to remove these ilillieulties, and this will involve a serious delay.
