Premier Yen ami all membeis of the Cabinet, except Huangl’u, resigned, iiungfu has been appointed acting Premier; Wnngeheuting, Foreign and Finance; Wnngytingcbiang, .Interior; Lissutseng, War; Tusehihkuei, Navy; Wanganiping, Commerce and Agriculture.
Wanganiping and AVangyungchiang arc supporters of Mukden and Jluangfu and Jlaugcbenting of Fengyiisbiang. No Anfuites are included. Tusbikkuci is a .staunch supporter Wupeifu. The Cabinet appointments are irregular ns the President, who signed the mandates accepting the resignation of Old Cabinet and appointing the new, is still a prisoner. There lmvo been signs of rivalry between Mangfu and Wang, which now seem to lie overcome in their common desire to grasp the administrative reins before Chang Tsolin lays down the law.
The new Ministry will begin to function immediately and it seems probable the reil influence will lie strong there-
