Hr Strcssiuann. referring to the Zepeplin’s trans-Atlan-tic iligbt. said that lie hoped Germany would be permitted to continue the construction of airships unrestrictedly, lie declared that all the States represented in the Council of the League ol Nations had declared in favour of Germany having tt permanent seat on that Council, but the point still to be discussed was that Germany could not participate in wars or blockades under orders from the League, so long as she remained the only disarmed State amid neighbours that were armed to the teeth.
