TMYCH.KIiS TO BFJ REGISTERED. WBLI j NCiTOX, October 11. .An Education Amendment Bill, dealinir almost entirely with administratno matters, was introduced in the House of 'Representatives to-day. IL provides that in certain cases, where deemed desirable, secondary schools and technical schools may ho combined for control. f l he governing body of combined schools shall not exceed thirtyeu members, not more than t..iee shall he appointed by thy Gover-nor-General, not less than two by the parents,, at least one by associations of employers, and at least one by associations of employees. There is provision for the vesting of property in the governing body of combined schools vested in a body other than a Board of Managers to pass to'the governing body of combined schools. In regard to junior high schools there are provisions for their establishment and disestablishment, and conduct. A clause provides that technical schools need not he placed under a Board of Managers, and Boards of Managers of technical schools may he dissolved ancl the sole control vested in the controlling authority. Another clause provides that no 1 teacher is to he employed unless he is registered, though there are some exceptions to the rule, such as temporary teachers. There is; to bo a teachers’ register, a copy of which is to lie published in the “Gazette”. Begistration may be cancelled for misconduct, subject to the right Of appeal to a Magistrate. -- There arm in . the Bill some general provisions, such as giving power to Boards to limit attendane in order to prevent overcrowding at* public schools. The original Act provides .that a National Scholarship eannot he held by anyone who is at the same time the holder of any other scholarship. The now Bill proposes that this shall apply only to those holding a scholarship of a higher value than £2O in the ease of a Junior National Scholarship, and £2." in the caso of a Senior National Scholarship.
