WAR OUTLAWED. LONDON. October 1. Tlie “Daily Chronicle’s’’ (lonova correspondent says, that the- general report presented to the League Assembly stales: ‘'Our purnose was to make war: impossible —to kill it—annihilate it. The plan now drawn up leaves no loophole. It prohibits war of every description. Arbitration is provided for ever - kind in dispute, and aggression is delinc-d in such a way as gives no cause for hesitation. Wo have boon led to (ill the gaps in the League Covenant and to doll no the sanction, so that no possible means may he found for evading them, and so a dehnite basis is created for a feeling uf security, Finally, a coiiforoneo on the reduction of aininiameiits is indissolubly hound up with this system. There can ho no arbitration or security without disarmament, nor disarmament without. arbitration, and the security of the peaee of the world is at -take. |.mil Pai-mooi" (Britain) emphasised ill., point i ha: every govoruiuout must l„. lin decide to wlie.t extent, and in what form, it could best co-operate in supporting llio Cuvem.nl and giving assistance t<> tin- victim of aggression.
