A serious deadlock as apparently Let'll reached in the drat ting of the Protocol. A small committee of jurists upon which Britain, France, Italy and Japan are represented in discussing the question of a formula with a view to securing a solution. It is understood Baron Adatchi persists in his viewpoint.
The Dominion representatives oppose the .Japanese amendment, because they consider Japan should not be excluded from being declared an aggres-or il she attacks another state mi a domestic matter, which is what ihe amendment means. The Dominions express the opinion that domestic laws shouldlie amenable to settlement without recourse to aggression. It is pointed out that the acceptance of the Japanese amendment will elo-e the doer absolutely to the entry of the United States into the League.
