Finally the French proposal was agreed to. namely that so long as the Convenant is not universal, partail agreements should continue to exist, though coming within the scope of a general pact for mutual assistance, provided they are registered and published by the" League. The Budget Committee of the League, by sixteen votes, rejected the Italian proposal to increase the vote for health organisation! by two hundred thousand francs. Ilritain, South Africa, New Zealand, and India voted against, and Australia and Ireland for the motion. The Canadian delegate was absent. The proposal of Hrn/.il and Portugal, however, to make the increase 1!l0,000 francs was adopted. The present arrangements for an international exchange of health officers will be maintained. The committee voted two hundred thousand francs for settlement of refugees, with a rider added by Sir Henry Strakosch (South Africa) that the appropriation must disappear in 15)20.
