AUSTRALIAN AND N.Z. CARLE ASSOCIATION. RUHR TREATY. BERLIN. August 21. Preparatorv to to-day's Agreement ratification debate the Government have introduced in the Reichstag a Bill assenting to the London Protocol, also authorising the Minister of Finance to limit a loan of eight hundred million gold marks; empowering the Government to surrender State railway bonds totalling eleven milliard marks; .also bonds amounting to five milliard, secured on industrial taxation.
