The “Daily Telegraph” says: “Mon-. day’s optimistic feeling regarding tho earlv termination of the London Conference gave place to diffidence to-day,, owing to a series of minor Franco-Ger-man differences. The latest reports, suggest the Germans are demanding the complete military evacuation of the Ruhr on January 10th. The French offer August 15th of 1925. It js believed that eventually April 15 will he accepted.” RUHR. SETTLEMENT. LONDON, August 13. The “Daily Herald” diplomatic respondent says M. Herriot (Fromg^ Dr. Stressman (Germany), and Themiis (Belgium) mot this morning. T shall he surprised if news of an evacuation settlement, with the date - fixed early in the spring, is not received before to-night.

President Coolidge is much cncotirngod by tbe progress of the inter-Al-lied Conference at London on the Dawes plan, but he considers it unfair that the question of war debts of tho Allies should become involved in tho measure at this time with tho reparations problem so far as tho debts owed to the United States by tbe Allies arc concerned. President. Coolidge adheres to the view of the administration that lie is powerless to consider any new proposals on that subject since Congress has laid down specifically tho terms on which all the war debts settlements must, bo made.

The “Daily Mail” stales that NU Clemen tel and Herr Luther, the Tran-co-German finance ministers, had a conference in London and agreed on definite preliminaries for a FrancoGerman commercial treaty commencing on Ist October. The experts have been summoned to draw up details.
