It has been pointed out that, in View of the vast distances which part them, neither Japan nor the United Status could inflict any vital blow ttii„ii the other in war. Japan might secure the Philippines and Hawaii, but that would in no way impair American power. Japan could certainly accomplish nothing against the Panama Canal.
