“Unless the German delegation returns. having secured the military evacuation of the Ruhr, tliev need have never gone and General Dawes need never have mine to Europe." says the Nationalists and a large section of Dr Stressmaini’s following. The general public are only interested m the ( onference as a possible avenue to the evacuation. They will judge the delegation from this standpoint alone. Semiofficial commentary on the London piocooilings frankly admits tins tmt suggests that it may be discussed di-i-ertlv between Germany. France and Beh'inm. It also hints that Germany may find it profitable to trade certain commercial concessions in ret tun fot tin- evacuation.

The text is published of the preliminary agreement, which the Reparations Commission and Germany signed on the 9th. of August. This hinds Germany to take necessary legislative measures to enforce the Dawes plan.
