The Soviet agrees to modify the annulment of these pronounced in 1!>1S, by agreeing to satisfy the elaims of Hritish holders of loans guaranteed hv the former Kussian Imperial Government, payable in foreign currency.
Britain, on her part recognises the financial and economic position of .Russia, and will not permit a full satisfaction of claims, the conditions ol the settlement of which must he acceptor! hv the holders at not less than half the capital values of such holdings. Knelt of the contracting parties will appoint three persons to examine • the claims and if six agree, they will recommend that a lump sum he payable. If they do not agree, the sections will report separately. The Soviet agrees to negotiate regarding the extent of compensation payable in respect to nationalised cancelled concessions or business. The questions ot Hritish C'/.arist war loans and also C/.arist gold handed over to Hritain and Cermany during the war. also Hritish debts and Soviet claims, arising from Allied interference, are reserved for later discussion. ft is provided that on signing the Treaty the Hritish Government will seek parliamentary approval of the guarantee of a loan to the Soviet. Most favoured treatment to lie conceded to the Dominions. Tl|C Treaty may he extended to the Dominions if so desired. The Soviet makes a separate declaration insisting on the right to claim the restitution of Russian naval and commercial vessels which she was disposed oLwithout its consent.
