It is understood tlmt it contains no definite coun-ter-proposals and is confined to constructive comments and criticisms. It deals largely with the questions of sanctions and the transfer <>l reparations. The constitution of the proposed ArbitVation Court and Other points are not of great political significance or controversial. The question of the partial KrancoBolgiiim staffing of the German railways is not mentioned, the (ioniums —.. regarding it as outside the scope of the Conference. • p The Cicnuan.s ale optimistic as icganls the aeceptauee of their reply. It is learned that a covering letter to the (iermaii reply presented to the Conterence, urges that the questions of the military evaeuation and Rhineland railways, which the Conference has not dealt with, ought to he discussed.
