WILL GERMANY ACCEPT DAWES PLAN; (Received this day at 9.25 uu.) LONDON. July 31. The Berlin correspondent of the “Times” says that the Conference which may vitally endanger the experts’ reoort has begun in Berlin where negotiations have opened between the Central and Bavarian Governments, in regard to the future of the Bavarian Palatinate railways. The Bavarian Governments demands that these shall he placed under strictly Bavarian control, and claims the right to formulate it- own scale ol Heights quite indepcndentlv of the remainder of the German railways. These claims are absolutely contrary to the experts' report, which assumes the Lonmin railways are to be placed under a unified control with a unified tariff policy. Dealing with the proposed treaty for mutual assistance, the Berlin correspondent of the "Times" savs that the German Government's views are cantaiued in a report, of its experts, to whom all limiters are referred. The Government subscribes to this'report, which lias been sent to the League of Nations. If draws attention to the fact that, the definition of what constitutes war agressions is left to the .league Council, which is also employed to organise the measures to he adopted against an agressur. especially the .summoning of military forces. The experts' p lints out that Germany, in view’•of her complete lack of armaments. would he in an impossible position if compelled to ahandoii her neutrality to join in an armed conflict., as the result of a decision by the League. Germany could not agree to any such scheme.
