In the c-om-iiiiinieation of June 21th. requesting that such repi eseiita tion, since Ids Majesty’s Government has concluded it, is desirable. Sir F. Howard said such an ambassador would lie accredited li.v the Kino to the President and be furnished with credentials enablin'' him to take charge of all affair-* relatino to the Free State exelusively. Arrangements proposed hy his Majesty denote no departure from the principle of the diplomatic unity of the Empire. The Irish Minister will at all times lie in touch with his Majesty’s Ambassador in order to settle, by (oiisultation, whether a matter collies within the category of those to he handled hy the Irish Minister. In matters falling in his sphere the Irish Minister will not he .subjected to the control cf His Majesty’s Ambassador nor would the latter he tesponsible for the Irish .Minister’s action.
