A message from Toronto says the United States immigration regulations which were effective from July Ist, bring residents of Canada, except Canadian horn, under the British quota. Already there have accumulated there five thousand persons desirous of entering the United States, hut the Consul tells the appljeaiits “You will have to wait another twelve months at least, unless we get another quota which seems unlikely.’’
