AT THE CONFERENCE. LONDON. July 18

In the Commons Mr Thomas announced it was settled that the representative of any Dominion so desiring, and India, could become a member of the Umpire delegation at the Conference on the panel system. The representative so appointed may attend the Conference when not sitting as a member. 'litis is to ensure that the Dominion representatives shall he fully acquainted with till the proceedings of tlie Conference, and is not to lie regarded as a precedent. Balconrt (Canadian representative) would take his place on the panel with other members representing their particular Dominions.

The Allied Conference Committee have issued no communique, hut the newspapers of all shades of opinion agree that the outlook is still hopeful. Some progress lias been made in reference to the most delicate and most important issue, namely, tlmt of the procedure to he followed in the event of the Reparations Commission declaring Germany in default. The “Daily Express’’ says that Britain proposed that no sanction should he taken against Germany's economic status until the subscribers to the reparations loan were consulted, through an American Agent-General for reparations. Franco objected to this, as giving America an undue preponderance

Tlio “Daily Express” is of tlic opinion that it is likely that American suggestion for a compromise will ho accepted. It is one proposing io give the Iwnd-holders a financial instead of a political guarantee from the Allied Powers in the event of a German default, the Allies holding themselves responsible for the provision of two millions sterling yearly, the interest due to the bond holders.
