Germany, in reply to the Allied Note on military control, declares that Germany repudiates the mere idea of war unanimously. She repudiates secret arming as impossible, useless and dangerous. The Government thoroughly had carried out disarmament. Certain political organisations and the Athletic exercises of the German youth were not connected with military preparations in Germany. No experienced military officer could he of the opinion that Germany is in a position to cause an armed conflict in Europe, because she is in a condition of helplessness unparalleled in the history of nations. She suggests any fears of danger to European peace are due to the Licit that the idea of general disarmament lias not made ttiiv noteworthy progress
among other nations. The reply accepts the Allied demand for a general inspection, provided that it is a final one and is concluded hx September 30.
