The “Observer’s” diplomatic correspondent says the Reparations Conference is fixed to Ik? held in London on lfith July. In addition to Britain and France 'there will bo delegates from Italy, Belgium, Japan and the smaller •States.
Air Kellogg, assisted l>y Colonel Logan. will attend as observer for the United States. The German representatives will he summoned, not as at Versailles to have terms dictated to them hut to state their views and help in a- settlement.

PARIS, June *29.' In the Chamber, for the first- time, some Socialists voted Ruhr credits to which they have I»een opposed on principle. The Socialist leader, Blum, declared Socialists would abstain, but j M. Herriott. by making it a question of confidence constituted the vote tl test of discipline of the whole Left block. A number of Socialists abstained, but many voted for the credits. Practically the whole opposition voted for them, ami only the communists voted against. -They demanded the immediate evacuation of Ruhr.
M. llerriot replied that the immediate evacuation was impossible, in the interest of reparations, and also security. He iKiinted out that voting credits did not imply approval of the policy of occupation, hut of the status quo. Ruhr was necessary pending the issue forthcoming into Allied negotiations.
