That the scope of the Experts report should not be limited to Europe is suggested by Schncht (President of the Reichstag) in an article in the "Vossiche Zeitung” advocating the formation of an international chartered Colonial Company for the joint development of ex-German colonies by Germany and Allies, declaring this is the logical development of the train of thought started by the experts’ report. Germany wants markets especially colonial territories, capable of absorbing her products, and surplus population and supplying raw materials, a deficiency whereof is severely felt by German industry.
