No teacher wouh: have a salary reduced, but the salaries for similar positions in lutuiv, would suffer reduction to enable ineicases to be made in other directions demanded. It was impossible with the fixed sum allotted for salaries, generally, to increase tic 1 amount for some positions without altering it for other-. The scare headlines which had appeared in tin l newspapers were entirely unjustified. The Department's .scheme was not clumsy or ill-considered. The officials of the Department had taken a great deal of time and trouble over it. The result, he continued, was perfectly fair. They had worked on t labasis of the average salary for each group, which was a fair basis. Mr Kano (Wellington) replied, explaining that the Kane-llvltmi scheme prepared by the Institute, "bull, lie contended, was more rntisfaetory than the Department's scheme.
