A USTRALIAX AGITATION. SYDNEY, April 30. 'The Royal Commission which is enquiring in connection with the agitation for the formation of new States, has opened. Representatives of the Government gave evidence thnt they now adhered to the one specific proposal that the Federal Parliament should he empowered to consent to the establishment of new States, without having first to obtain the consent of the State Parliament.
