The Isriti>h replv promises to do the utmost to laeilitote the adoption of reports of all matters coming under the (Jovernment’s jurisdiction, firstly the restoration ol the fiscal economic* authority: .secondly, to take steps to give a binding ell'cet to guarantees and controls, insofar as they are not clearly covered by the i’eaee Treaty; thirdly, inclusion of all (Jermany s treaty liabilities in a single annuity. The Belgian reply accepts the conclusions as a whole and hopes the Commission will consider the German draft of laws and decrees, and lose no time
in preparing measures lo enable me plan to he promptly enforced by common agreement of the Allies with whom Belgium is entering into immediate contact.
The Reparation Commission lias taken the first stop in the application of expert’s plans hv a dinner which the chief delegates gave to T’ierpont Morgan, as a beginning of the eam-|,.-iign of consultation with leading international financiers, including neutrals, especially in connection with the dotation of a, German loan. The Italian reply states Italy is prepared to adopt integrally the conclusions and principles inspiring them. The French Government adds that the Governments can only take action after the Commission have completed their work, and states they must consider under what conditions the present Franco-Bclgian guarantees shall be merged or exchanged for those which will he handed as an undivided whole to all the Allies. These operations cannot he effected until Germany effectively puts the plan into execution.
