NEW YORK, April 12 The Tokio correspondent of the. “Times” states Japan’s War Department will shortly issue a decree announcing military conscription in the southern part of Saghalicii island, which is to become effective next August, being a now policy to extend compulsory military service to the colonies. U.S.A. SCANDALS. COOLIDGE BACKS MELLON. WASHINGTON. April 13. President Coolidge received a message from Mr Mellon, U.S.A. Finance Minister threatening resignation unless the Committee investigating the Internal Revenue Department, eurbed its extra legal acts, has sent) a stern message to the Senate denouncing the conduct of the Committee. He specially objects to a noted Attorney being specially engaged to assist the Committee, payment being promised him for his services by Senator Couzens. Mr Coolidge reprimands tbe Committee for excessive zeal saying “under such procedure we should have Government lawlessness, instead of Government law. The appointment of an Attorney who acts on behalf of the United States Senate, but receives remuneration from private sources, is in conflict with the Federal Statutes.” He says an attack on. Mellon personally for his supposed interest in seveia! corporations which have allegedy received refunds of land tax, goes beyond any legitimate requirement, and adds: “Against a continuance of such actions I tender my most solemn protest.”
