['•The Times” Service.] CONVERTING CAPITAL SHIPS. (Received tliis day at 11 -25 a.m.) WASHINGTON, April 9. It is announced that the decision of the ..MacDonald Ministry that the capital ships of the British Navy ictained under the Washington Treaty may not he converted to oil burners may obstruct the plans of the l nited States Navy to thus convert four first lino battleships. Congress may refuse the request for the appropriation, already requested, in view of the British decision.
