i POINCAR E’S RECEPTION. A SOMEWHAT MIXED ONE. [“TnE Times” Service.] (Received this day at 9.<15 a.m.) LONDON', April 1. The “Times” Paris correspondent says M. Poincare's reception when outlining the policy of the new Cabinet, was markedly cool. He contemptuously defined both the extreme right and left as enemies of the Republican institutions, and its principles. The most embarrassing part of his task was to explain why he threw over his loyal and devoted colleagues, and put in their places men but yesterday his bitter enemies. His friends received the explanation in almost cynical silence. His assertions lluiL the new members of the Cabinet, whom he had drawn from the enemy camp, had in no way sacrificed their views, was greeted with derisive and ironical laughter. He added “It is not l who have gone over to the Left but the moderate section of the Left who came over to me.” So far from destroying the party, lie claimed he had immensely strengthened it by rallying all the patriotic elements to support the policy lie and his party had hitherto pursued, and were still pursuing. He was frequently interrupted by caustic observations, yet there was scarcely any doubt that the policy will be endorsed by an overwhelming majority. It is abundantly clear that the policy represents, especially in foreign affairs, more than ever the settled policy of Erancc.
