A CLEAN SWEEP. PARIS, March 28. M. Poincare has made a clean sweep of flic old Cabinet, except M. Mnginot and M. Let roquet-, who were directly responsible for the occupation of thS Ruhr. Their retention is interpreted as signifying that the occupation of the Rulir remains the keystone of M. Poincare’s policy. It is generally’'accepted that the changes in the Cabinet do not indicate a change in principle in regard fo foreign or home policy. M. Poincare has seized an opportunity to eliminate certain Ministers not enjoying Hie-confidence of the country, thus revivifying the Ministry, and galvanising the Majority Party on the eve of the elections. M. Poincare is himself too engrossed in foreign policy to attend to any j, other problems, for which he requires’’ capable men. Of the newcomers, M. Bukanowski is a prominent figure. Ho has been a protagonist of retroclunent for the past eighteen months. M. Jon vend has represented France on the League of • Xai ions. M. Louchonr has tieen prominent in connection with the; reparations in kind. He was at one. time regarded as the likely successor to'M., Poincare lor the Premiership.
