(Received this dav at 10 a.m.) DETJIT, March 19. The Viceroy has sent back the Finance Bill to the Assembly with tho reduced salt duty. Mutilal, leader of the Nationalist Party, opposed this, whereupon the Assembly refused the introduction ot the Bill without a division. The Viceroy’s action was intended to meet all reasonable opposition to the Finance Bill on its merits by abandoning the enhanced salt duty which caused the political controversy of lastyear, but the' Assembly refused its introduction solely on the grounds that its demands for further constitutional reforms have not yet lieen conceded.

MORE EVIDENCE AGAINST DOUGHERTY. WASHINGTON, March 19 Orr, a New York advertising agent, testified to the Senate Committee that lie often breakfasted with Dougherty and Smith. Orr had a twenty per cent, interest in the Carpentier light films. He declared that he made paymnets, totalling two hundred thousand dollars, for the release of liquor. He said he did not know what became of the money except that it was for bribes to keep cases out of the law courts. lie always gave such moneys to Mannington, a friend of Dougherty. FRENCH ARMY BILL. PARIS, March 19. A Bill for the reorganisation of the Army has been introduced in tin Chamber. It provides for an active army of thirty-two divisions in addition to special Jroops which will he divided into sixteen army corps. Ten dvisions would be stationed in the Rhineland. BOXING. PARTS.
