[‘•The Times” Skuvipe.] WILL NOT CONSENT TO BCEEER STATE. (Received this day at 9.t0 a m.) LONDON, March 7. Before the Reichstag was dissolved Dr Stressinaun, in an important speech, declared that Germany would never consent to the formation of a buffer Rhineland State, nor to allied committee of military control. He asserted that Germany's disarmament had been completed.
