M. Briund's speech at Carcassonne may be regarded as the opening of the electoral campaign. Briand appealed to all Democrats and Socialists to unite against the Governmental block national, and declared the union woidd bring victory. Ex-Premier I’ainlevo simultaneously made a similar appeal at; Annecy. Evidently the Left parties mean, to tiger the elections on the platform of international solutions, through the l ongue of Nations, as opposed to the doctrine of force. Left leaders declare M. Poincare's policy of military pressure has failed, and the new methods and new men are required and their policy of close cordial in ter-Allied cooperation with the extended use of the League of Nations as arbiter in international disputes, will bring France the reparations and security she has hitherto failed to obtain.
