The New York “Times” Tokio correspondent says after three years’ intermittent negotiations, the last hope of Japanese recognition of Russia seems to have disappeared. NEW YORK, Feh. 23 A Tokio report just received states the Russian authorities have ordered all Japanese merchants at Vladivistock to dispose of their goods within three days. Confiscation will follow failure to obey the order. This affects sixty Japanese merchants. Jt is understood the Japanese Oovernment is arranging drastic measures if the order is actually enforced.
