The “Daily Express” Paris correspondent states:—“lt i, understood that the figure arrived at by tbe Second Committee of Experts concerning 1 file amount of German capital exported abroad fully equals Rt. Hon. 11. Mac Kenna’s estimate of two hundred millions sterling. Some circles say 350 millions. 1 understand that neither France nor Germany will oppose a German loan based on the railways, and the linos now under Franeo-Bel-gian control will be banded back to Germany; but France and Belgium will insist on obtaining a strategic control of the Rhinelnnd-Ruhr lines. American circles estimate that Germany, with a three years’ moratorium, could pay one hundred millions sterling annually.
