FRIDAY, FEB. 22. The Council met at 7.130 p.m. Present : —Messrs G. A. Perry (Mayor), : Wood, King. Evans, Jeffries, Maekay, ■ Lloyd and Heinz. 1 The minutes, were confirmed and • outward correspondence approved. INWARD CORRESPONDENCE. From Supt. Sea View Mental Hospital, stating attenfion would he given to the drain on Cemetery Hill—Received. From West Coast Caledonian Society, asking that the Council release the Society from the 10% levy on gate money on New Year’s Day.—Received. A discussion took place on the matter and it was resolved that the payment he held over for the present. From Hokitika Athletic and Cycling Club tn same effect.—Received and a similar resolution agreed to. From G. McCollum, asking for road crossing to his property.—Received and granted on the usual conditions. From A. D. MeGavock, applying for a crossing to hi-, property, Hampden Street.—Received; request granted on usual conditions. From Private Secretary to the Governor, notifying intended visit of Tlis Excellency the Governor and Lady Jellieoe, which would he an unofficial one, arriving on I'-'lli March.—Received ; the Mayor to take any action deemed advisable. From Cr. Cottlson, stating he had interviewed Minister at Wellington with satisfactory results.—Received.
From Win. Wilson, applying for approval of subdivision of section in Tailored Street. —Received and request granted. From Same, in reference to sections in Park Street.--Received. From Westland County Council, stating the amount received under Alcoholic Liquors Sale Control Act amounted to Co IS 12s.—‘Received. From Department, of Health. Christchurch. asking for particulars of rates levied in town.--—Received : to he supplied. From Same, stating the Department had no objection to Newman Bros installing a septic tank at their garage, subject to work being carried out under supervision of its officers.—Received: applicants to lie notified to this effort. Mr Kin; 1 , moved that the Public Works Commitlec be asked to report a- io the advisability of installing a pipe line in Sewell Street for sewage purposes. Seconded by Mr Heinz prole ruin, who was not. satisfied that m pin imiks would be a success owing to I lieir liability of being interfered with.

Ci)—That Weld St. between Fitzherlxwt and Rollestoii Streets he graded. and gravelled out of Loan money. (|)—That tlu' Overseer keep a record of all work carried out by the permanent! staff chargeable against the Loan Account- so that the amount represented can ho transferred to the (.tenoral Account at the end of the financial year.

(O') That a revaluation of the borough Reserves he made by the I own Clerk- with a view of leasing them on the basis of 5 per cent, of their value and also of giving the lessees a better tenure if they so desire.
(7) That public notice he given of the mil's intention of adding 10 per edit, penalty on rates outstanding at the end ot the statutory term. (0) -That a statement showing the number of dogs registered he prepared and laid on the table tor Um information of the Councillors, and that public notice he given that legal proceedings will he taken against the owners ot un-
registered dogs. (10') That three complete sets of sanitary fittings he purchased from the Exhibition Committee. (11) That, the Public Works' Committee he authorised to tar and sand one block of Revolt St. (12) That the kerbing and ohannollin.r of Gibson's Quay he deferred for the present and that.it he graded and gravelled where required in the meantime. . , (13) That the consideration ot the Health Department’s draft by-laws dealing with the collection and removal of rubbish he deferred. The Mayor moved that the resolutions adopted by the Committee of the whole Council on last Friday night be approved and adopted.—Seconded by Mr Evans and carried. Mr Heinz moved that tenders he called for the second section of Sifle Street drain.—Seconded by Mr King and carried. From Treasurer, reporting receipts £1(52 10s. payments Cl4O 16s Od, debit balance £336 IPs od, loan account credit £-81 10s lid.- -Rc.-eived.
OVERSEER'S REPORT. During the period Rolleston Stree lias been completed, and footpath gravelled, a. concrete pipe drain lias beet: laid across Stafford Street and ahouf 11 chains of 12iu. concrete pipe drain laid on the hill on the Eastern side ol Rolleston Street and afl drains connected ,
Several streets north of Hampden Stieet have been mown and drains cleaned. Livingstone street has been repaired from Quay to Stafford street, also Stafford street and Gibson’s Quay. During the month Bealey street drain collapsed in two different places, one b'eak between Stafford and Hampden streets, about 21) feet in length required renewing throughout, the other on the Quay, one new side and covering. A good deal of time was spent on repairs to the Town water service, one pipe had to lie taken out in lower Bealey Stieet and replaced with a now aii" and a lot of leaks attended to in [litierenV parts of the Town, and si-ve-\ai.cs packet! and ri-en.
Two days were spent on the pipe line between the Reservoir and Kanieri.
Lake, attending to air valves and -stopping leaks.
Hoopers' Creak Bridge at South Spit was badly broken hy motor lorry, 13 planks cut through and several brokenil being so badly broken that a new dei king was required. It has since been replaced with -l-ineli decking and extra running plunks placed lengthways and should now carry any ordinary Ira flic for a considerable time. Bale Street drain contract has been completed, and about ft chains of 18inch concrete pipes arc now on hand bn the next section.
During the month, f) new wafer connections have been put- in to residences. The usual street cleaning mid maintenance work has also been attended to during the month. —Received.
Mr Evans moved:— "That when preparing the next estimates provision ho made for an annual grant of £3O to the Swimming Club lor the efficient maintenance of the baths, subject to the installation of a plant to convert tho water to a tepid condition as cir-
cumstances require, thus ensuring a more prolonged season, and the possible facility for maintaining the baths in active use all the year round.” iso as to convert the baths into a tepid baths, Mr Mclntosh had obinined an engine, and was prepared to hand it over to the Baths Committee. A considerable expense would ho involved, hut the season would be considerably extended, at a very reasonable cost, and make the baths of com--■idorahlv more value. Mr Maekay seconded, heartily supporting the motion. Mr Jeffries said be thought they were starting at the wrong end. They should first obtain Die swimmers. He thought they should leave the committal of the money to a later meeting. The .Mayor said the objection lie had !o the proposal was vague a.s they did not know how far tho Council would he involved. Mr Evans said tho idea of the motitm was to enable the scheme to go on and assure the finance of the proposal. The motion was ;mi and lost —Ayes —Messrs Evans, Maekay, and Heinz. Noes Messrs Wood. King, JellYics, Lloyd and Mayor. In reference to a li'i of registered lugs supplied to the Council, Mr Evans said tho number (03) appeared mu!! and urged that the Inspector be -a males -were effort to hl--ronse the revenue from this source. Agreed to. The Council rose at 8.20 p.m.
