A famous regiment, composed entirely of Letts, mutinied as it result uf a shortage of rations. The Soviet decided to disband them. The regiment refused to he disbanded, and fired on a Tartar regiment sent to arrest them. After severe lighting, the Tartars were victorious, and interned the Letts in their barracks. (Received this day nt, 10.10 a.m.) LONDON, Feb. 11 Tho Paris correspondent ol the “Times” icports: “l am ready and willing to attempt Li re-enter Russia if the people appeal to me to return,’’ said Grand Duke Cyril of Russia in an interview at Nice, where he is at present staying. The Duke expressed the view that the Russian peasants, consisting ol Ho per cent, of the population, are tired of Bolshevism, which has robbed them of everything. Like the workmen, who are equally the victims of the new Russian Government, the peasants are hoping and praying for another regime for which reason Grand Duke Cyril believes the reports of the revolt against the Soviet arc well founded. He is convinced Rtf-sin. wants a Lsar and a Constitutional Government instead of tho Bolshevist absolutism. The Tsai's of Russia have always heen the spiritual fathers ol their objects. The Grand Duke added: “H my turn comes to ascend the throne 1 will work for the uplifting of my dear country and the defence of its interests.
