He ;is a sapper officer with extensive military and diplomatic experience. He wrote a critical account of the Balkan war In 1918 for the War Office. Later he was military attache at Belgrade and Sofia, and combated German p'"> paganda in South Eastern E'u-ope He was present at the Paris ‘ .wiifereii- ■>'. and is the author of the biok “-.-i 1 Europe’s Suicide.” LABOUR'S PEERS. LONDON- Doc. 22. The appointments of Ivord Chelmsford and Lord Parmoor were well received. The “Daily Telegraph” says that there are some members averse to a proposal to create new Peers, lift tnc general feeling is that this is inevahlc in the present circumstances. A request was made that, in main tabling appointments, the Trade Union side of the movement should lie fully recognised, hut Air MacDonald gavo no pledge to that effect. A suggestion was made that the salaries of the members of the Cabinet should he reduced, hut this met with no encouragement. Emphasis was laid on the fact that tTfe Ministry must ream) a decision on public policy. Ihe Party must not expect to he consulted in advance. Mr A. Henderson, Sir S. Oliver, and Air Thomson are all without seats, but it is understood that Sir S. Oliver and certainly Air C. B. Thompson will receive peerages.

A meeting of Liberal Commoners unanimously passed a resolution declaring. inter alia, their steadfast determination to resist every attempt to destroy private enterprise and the establishment of the C'ocialisation of industry.
FRENCH PRESS COMMENT. (Received this day at 8 a.m.) PARIS, Jan. 22. The Extreme Right newspapers foresee nothing hut ill irom the advent ol the Socialist Government in Britain. The Extreme Left hail the event as a triumph for Democracy, opening a new era. The Centre and Government organs confine themselves to the hope that things will go all right.
